Massachusetts Congressman Stephen Lynch says at a House Oversight and Reform Committee hearing with Postmaster General Louis DeJoy that at the time following a tradition of reliable delivery from the very beginning in Article 1, Section 8, Clause 7 of the Constitution going back to first postmaster general Ben Franklin, the pony express had been mentioned before, he was watching a Ken Burns special the week before with heart wrenching letters back and forth during the Civil War between soldiers and family, even at a moment when the country was at war with itself the mail delivered during the First World War and the Spanish flu pandemic 1918 through the Great Depression, millions people out of work, thousand bank failures the mail was delivered on time, even during the second world war with the threat of Nazi U-boats international mail was delivered on time.
